Glance moves my frequently used apps on its own

I find at least once a day my Glance screen moves my frequently used apps from the top where I want it to somewhere in the middle of the list. I am getting tired of having to edit the Glance view daily to put the frequently used apps back on top. Nothing else moves. How can I prevent this?
