Not syncing with win10 Sticky Notes
Sticky Notes sync is stuck on February. My last change to desktop sticky notes was on March 4. If I pull down to refresh the notes page, a loading circle appears and animates indefinitely and it won't update to the notes made this month.

Same issue. It is not syncing across devices and apps.
